US Social Security Administration (SSA) is an independent agency of the United States federal government, which controls social welfare, social insurance program, consisting of retirement, disability and survivors’ benefits. In order to qualify for a large part of these benefits, most workers pay taxes on their social security income; plaintiff’s benefits are based on contributions to the wage earner.
SSA began its life as an independent agency in 1935, the agency became a sub-office in 1939, and returned full-circle to independent status in 1995.
